Latency increase not reported as an Incident

Problem:

Observed latency increases are not being reported as an Incident.

Solution:

The abrupt increase in latency detection requires the increase to be at least +100% relative to the baseline before the increase and +1000ms in absolute value increase.

The algorithm has been tuned based on the needs of other customers who did not want to be alerted to small sudden increases.
